Magic: The Gathering Commander (EDH) Power Levels & Rule Zero Conversations

Navigating Rule Zero in Commander pods prevents salt and ensures balanced casual games. How to evaluate deck power levels 1 through 10 accurately.

Written by TCG Help Advisory Team

Understanding the Commander (EDH) Format

Commander (EDH) is Magic: The Gathering's most popular multiplayer casual format. Players build 100-card singleton decks led by a Legendary Creature (the Commander) and compete in 4-player free-for-all pods starting with 40 life.

What is the "Rule Zero" Conversation?

Because Commander spans over 25,000 legal cards—ranging from fun casual tribal decks to ultra-fast competitive combos—the Rule Zero conversation is the pre-game discussion where the 4 players align expectations before shuffling up.

The 1-to-10 Power Level Scale Breakdown

  • Power Level 1 – 4 (Precons & Casual Jank): Unmodified official precon decks or casual theme decks. Slow turn win speeds (Turn 10+).
  • Power Level 5 – 7 (Optimized Casual): Efficient mana ramp, targeted interaction, coherent synergy, and strong win conditions. (Consistently threatens wins between Turns 7 – 9).
  • Power Level 8 – 9 (High Power / Fringe cEDH): Fast mana (Mana Crypt, Sol Ring), tutors, low curve interaction, and compact two-card combos. (Threatens wins between Turns 4 – 6).
  • Power Level 10 (Competitive cEDH): Optimized turn 2–3 combo engines, instant-speed counterspell wars, maximum efficiency.

Key Rule Zero Questions to Ask Your Pod

  1. "Are fast mana rocks (Jeweled Lotus, Mana Vault) or free counterspells (Force of Will) included?"
  2. "Does the deck win via infinite combos or mass land destruction?"
  3. "What average turn does your deck aim to close out the game?"
